Its a Citizens Project

HAARP's main opperation is controled by the government, DOD, Navy, AirForce. Of course the project is funded and used by many universities. The government claims its a citizens project, not a government one, and that the experimentation underway is to benifit the citizens, by way of better, technology and broadcasting.

Its a Government Project

Since when has the DOD, (Department Of Defense) been an active player in the roll of citizens projects? After all they are mainly associated with Defense, Weapons systems. This isnt a weapon, all this time the government has been claiming its a harmless experiment. Sure DOD buys land to give to citizens to run privatized operations, which are controled by the AirForce and Navy. This just dosn't add up.. The governments biggest claim to clean themselves of guilt, (All documentation is freely available, it can be downloaded, HAARP has its own web page, Colleges participate in the activities.)

Why Make It Seem A Citizen Project?

Well in 1972 a ABM (Anti-Ballistic Missile) treaty was signed which made radar, specifically "Over the Horizon Radar" illegal, of course unless used by the public, not the government. Over the horizon radar, is capable of tracking over hundreds of objects, an can pear as it is called, over the horizon and into other foriegn countries. This radar is specifically usefull for detecting missile launches or strikes before the missile even approaches national borders. The other use of this technology would be to peer dep into the earth in the enemies country, tracking thier arms movements, and seeking out all thier underground bases, and arsenals. Another treaty the US has signed is a non weather altering treaty of the UN. Which bans the US from using weather altering technology to aid a victory in war.

Weather Altering Devices

Well in more detail HAARP as you now know sends out radio waves which have many uses. One is weather altering. Radio waves can be used to open pockets of air in the atmosphere that would not normally exist. It can be used to heat the atmosphere and direct heat apon a certain area, or directed in such a position to alter the patern of the jet stream. In war, you could cause droughts, floods, snow, rain, virtually control the weather. This would be a major plus, however it would also be illegal as per the non weather altering treaty. (Weather altering is not new, cloud seeding, ect are old methods, weather altering has been taking place for over 60 years now.)

The Killer Side of HAARP

HAARP of course sends massive ammounts of radio waves out into the atmosphere. Some are reflected and come back to earth, if used correctly all the waves could return back to earth. What if you pointed those returning waves at a point. Well simple research has shown that massive ammounts of these waves can cause mental insanity, or even death. Small ammounts have shown to cause animals to loose track of thier migratory patterns. Well imagine hitting the enemy with a small dosage. The troops would be confused and lost, unable to fight back. Imagine a large dose, all living life would be wiped out. However factories, electronics, weapons, ect would all be left in working order, a whole stable area, built and ready for habitation. Isnt this the dream weapon?

Theory or Fact?

The above are all theories on the hidden agenda of the project, of course all projects go thru a test phase, a model has to be made, then tested, then proven and of course if the data shows valid and reasonable gains, the project is put into action. What if this is simply the test phase, remember the project is only about 1/3 completed. Citizen involvement is an easy way to avoid breaking laws when testing, and of course, claiming theres nothing to be hidden, releasing information and building it in an undisclosed area are all ways, to avoid mass attention. The best conspiracies after all are the ones they try to hide, arent they? maybe not.
